Some time last month I mentioned to you that there were a couple of cargo trips that I flew in conjunction with Route Checks, for which I never received payment. At that time you suggested that I write you a letter containing all of the pertinent facts. 
The payment for the trips in question is:
1. Dec. 27, 1945-Airplane 28324-LG-OW.
2. July 25, 1946-Airplane 86547-LG-GB-RU-UH.
It is my thought that the trips as flown are payable because there was transported cargo of a nature necessary for setting up and operating of new stations. Futhermore, if the trips are not payable, then could it not be considered that some pilot was not afforded the opportunity to fly a cargo trip for which he could have been paid?
Of course it must be borne in mind that the both of these flights had a dual purpose, i.e., to carry cargo and help set up new stations, and in addition, to do Route Checking after disposing of the cargo.
I hope you will give this your sincere consideration, as I am desirous of clearing up this matter.
