FLIGHT

Section 3301- Emergency Procedure

1. Emergency Procedure shall become effective when either of the following conditions exist:

(a) A flight is 20 minutes past due and not heard from at a Terminal, intermediate stop or check point based on the Captain's last estimate of arrival time over the Terminal, intermediate stop or check point.

(b) A Captain in flight advises that he is having difficulty with his navigation, with weather conditions, with mechanical or other conditions which in his opinion warrants an emergency.

2. When an emergency has been declared to exist the Dispatcher on duty shall take complete charge and shall handle all instructions in order to prevent confusion and duplication of effort. The Dispatcher on duty shall delegate all his other duties to another Assistant Dispatcher so that the former may devote his entire attention to the emergency.

3. When a Captain, for any reason, fails to establish definitely his time over a Terminal, intermediate stop or check point within 20 minutes after his last estimated time of arrival over that Terminal, intermediate stop or check point, he shall immediately report to his Flight Control Office his compass heading and radio bearings taken on three stations and the time at which the last bearing was taken.

4. If the Captain fails to report his time over a Terminal, intermediate stop or check point with 20 minutes after his last estimate of arrival time over this point, the scheduled contact Station shall request the Captain to report his compass heading, radio bearings taken on three Stations and the time at which the last bearing was taken, and report this information to the Flight Control Office as soon as received.

5. If, after the request in Paragraph 4, no report is received from the Captain, the station attempting the contact shall immediately advise the Flight Control Office in charge of the flight who shall take control and instruct other Stations of any additional action to be taken.

6. If communication is then established with the flight and the Captain has not definitely established his position,
