Section 3421- Operations Specifications - Airport
miles of the point of take-off to which the aircraft's normal one engine inoperative performance would permit it to proceed with one engine inoperative and at which airport weather conditions are at or above the alternate minimums approved for such airport. 

V. Take-Off Minimums, Regular, Refueling and Provisional Airports-Visibility Reduced by Strictly Local Conditions 

(a) Two Engine Aircraft. Except where otherwise specified in the Operations Specifications - Airport, take-offs with two-engine aircraft may be made from regular, refueling and provisional airports when strictly local conditions, such as smoke, haze, dust, ground fog, blowing snow or sand, reduce the visibility to not less than 1/4 mile, if the ceiling is unlimited (stars, moon, sun or sky visible) and the runway is marked in such a manner that the pilot has adequate visual reference to the line of forward motion during take-off, provided that, if the visibility is reduced to less than 1/2 mile, an alternate airport is within 100 miles of the point of take-off tow which the aircraft's normal single engine inoperative and at which airport weather conditions are at or above the alternate minimums approved for such airport. 

(b) Four-Engine Aircraft. Except where otherwise specified in the Operations Specifications - Airport, take-offs with two-engine aircraft may be made from regular, refueling and provisional airports when strictly local conditions, such as smoke, haze, dust, ground fog, blowing snow or sand, reduce the visibility to not less than 1/4 mile, if the ceiling is unlimited (stars, moon, sun or sky visible) and the runway is marked in such a manner that the pilot has adequate visual reference to the line of forward motion during take-off, provided that, if the visibility is reduced to less than 1/2 mile, an alternate airport is within 300 miles of the point of take-off to which the aircraft's normal one engine inoperative performance would permit it to proceed with one engine inoperative and at which airport weather conditions are at or above the alternate minimums approved for such airport. 

VI. Landing Minimums, Terminal and Scheduled Intermediate Stops-Reduced Visibility 

(a)Aircraft make and model: Douglas DC-3, Lockheed 18

Except where otherwise specified in the Operations Specifications-Airport, with each increase of 200 feet in ceiling above the minimum specified in the Operations Specifications
