Section 3421-Operations Specifications- Airport (cont'd)
basis of
(a) the standard performance of the type of aircraft in standard atmosphere corrected to 
(b) the actual altitude of the airport, and 
(c) the existing wind component minus 5 mph along the runway, and with
(d) clean, dry runways and
(e) standard pilot technique
is that weight will permit:
1. normal deceleration to a full stop on the runway or smooth unobstructed ground beyond the end of the runway should one engine become totally inoperative at the point of reaching single-engine minimum control speed, and 
2. a normal all engine operative acceleration to an indicated airspeed of 110 mph for DC-3, 125 mph for Lockheed 18, at the time of reaching the end of the runway, and from that point, in the event one engine becomes completely inoperative, clear or avoid all obstacles without bank in excess of 15°.

IX. Approaches from Fan Markers
Where apporaches are approved from fan markers, descents to pertinent altitudes specified in the Operations Specifications- Airport are not authorized until both aural and visual fan marker signals have been received and identified. 

X. Landing area Dimensions for Aircraft Not Certificated Under Transport Category Requirements
Except in accordance with the Civil Air Regulations pertaining to emergency decisions, no air carrier aircraft in scheduled air transportation shall land on any runway or landing area which is of less than:
1. Sufficient length to permit normal straight-in approach and landing, clear of all obstructions, and normal deceleration, taking into consideration the gross weight of the aircraft, to a full stop within 60% of the effective length of the landing area as defined in Civil Air Regulations. Such determination will be made on a basis of clean, dry runways, standard temperature, and the effect of the component along the runway
