of the steady reported wind velocity less 5 mph; provided that, when less favorable runway surface conditions exist the air carrier shall exercise due care and reasonable precaution to assure safe landings.

2. 150' in effective width. (A surface, 75' each side of a straight center line, of a nature which will permit landings to be made without incurring risk of damage to the aircraft.)

XI. Restriction or Suspension of Operations

It is the responsibility of the senior operations official or his authorized representative(s) to promulgate satisfactory procedures for determining the usability of all landing and takeoff areas as prescribed in VIII and X, and for dissemination of pertinent information to operations personnel. It is likewise the responibility of the senior operations official or his authorized representative(s) to restrict or suspend operations to and/or from any landing and/or take-off area(s) or portion(s) thereof when such acion becomes necessary because of VIII or X or when construction or other conditions make such action necessary to the interests of safety.

XII. Higher Landing Minimums for Regular, Refueling, Provisional and Alternate Airports

When the minimums specified in the Operations Specifications-Airport, for normal operation are not higher than 800' ceiling nor greater than 1 mile visibility, the ceiling minimum shall be 200' higher and the visibility minimum one mile greater for air-craft flown by first pilots having less than 100 hours of flying time in the particular make and model of aircraft and the sliding scales prescribed in these preface pages, shall, in no case, be applied to reduce the visibility minimum for landing below 1 mile for such pilots.

XIII. Instrument Approach Procedures Utilizing VHF Range or Instrument Landing System Facilities

Where instrument approaches are made using visual courses of VHF range or instrument landing system facilities descent below the approved initial approach altitude is not authorized unless, in addition to the visual signal, the aural signal of the VHF range or instrument landing system facility is continuously received by a pilot member of the flight crew during the approach as a safeguard against following the indications of the visual course indicator when no signals are being received.
