           WEATHER REPORTING SERVICES
Section 3421
In all instances weather  minimums specified and rated as adequate in the Operations Specifications - Airport shall be determined by reference to official reports of the United States Weather Bureau, or from a source approved by such Bureau, unless otherwise specifically stated.
1. Take-offs shall not be made in freezing rain, sleet, moderate or heavy freezing drizzle, or moderate or heavy wet snow conditions.
2. Aircraft may be cleared to climb up through known moderate icing conditions immediately after take-off provided the airport of departure has ceiling and visibility of at least 800-2, 900-1 1/2 or 1000-1 and conditions are suitable or the aircraft to return and land should the aircraft encounter heavy ice.
3. Aircraft shall not be cleared to operate, nor intentionally operated, in a known heavy icing condition. Aircraft shall not be cleared to operate, nor intentionally operated, in a known moderate icing condition except as provided in paragraphs 2 and 6 hereof. 
4. Aircraft may be cleared to operate, and may operate, in light icing conditions, provided the aircraft will at all times be within a radius of 100 miles of an authorized airport where the ceiling and visibility are reported not less than 800-2, 900-1 1/2 or 1000-1.
5. Aircraft may be cleared to operate, and may operate, over the top of light, moderate or heavy icing conditions provided:
   (a) The top of the icing conditions does not extend above the one-engine inoperative ceiling of the aircraft with the load being carried at the time and there is at all times an authorized airport within a 200 mile radius where the ceiling and visibility are reported not less than 800-2, 900-1 1/2 or 1000-1, or
