Section 3501 - Route Procedure: General (Continued)
12. The Captain shall start descent so that, upon arrival at Station of destination, the flight shall be at an altitude not greater than 1000 feet, preferably 500 feet, above the airport. Deviations from this procedure shall be in an emergency only or to conform with airway or airport traffic control, city ordinances, or instrument approach procedures. If Airway Traffic Control interferes with such a plan, the maximum rate of descent shall be 500 feet per minute, even though it is necessary to consume time for the purpose of losing altitude. 
13. The minimum established altitudes for final approaches, as approved by the Civil Aeronautics Board in the Weather Competency Letter, for respective terminals and intermediate stations, are the controlling limits as to minimum altitudes flights shall descend over the station of destination when negotiating instrument approaches. 
14. When static or other conditions make it necessary for the Company receiver to be turned off, the Captain shall advise the Company ground station and give the time that the flight will recontact the ground station.
15. After climbing out of the airport, flights shall proceed in accordance with local airport regulations and Airway Traffic rules, establishing on course position as soon as practicable. Contact flight will proceed immediately to the right hand side of the established airway to be flown. Instrument flights will proceed as outlined in Company Route Procedure governing Instrument and Over-the-Top flights.
16. When approaching a airport where there is little or no traffic and landing can be made into the wind in the direction of approach from the course and the Captain is sure of the condition of the field, he should proceed straight in for the landing without circling the field, provided local field regulations do not prohibit such straight in landing.
17. When an aircraft encounters an icing condition, the Captain shall report the condition to the nearest ground station. This report shall be forwarded to the Dispatcher on duty who shall immediately relay the information to the U. S. Weather Bureau Airway Station at New York. Icing conditions shall be reported in accordance with the following uniform terminology on degrees of icing:
