Dear Mr. Behncke:

In accordance with our conversation of last Thursday, I am enclosing a draft of some instructions covering the collection of information respecting A.L.P.A. Members in the period of January 1, 1940 to July 1, 1947 who do not execute questionaires.

On the basis of my examination of your records, I have attempted to outline a procedure which I believe would produce the information with the least time and trouble. As I told you the other day, it is quite possible that those who are actually on the job will find easier ways of getting the information than I have been able to work out thus far. The aim is to get the information, of course, and the instructions are a means to that end. If there are better means to be found, my instructions ought to be revised at whatever points are indicated to be desirable.

I was very much pleased to find that your records have been kept in an excellent way and will give us the basis for the most complete study of this kind which has ever been made so far as the aviation industry is concerned. Your records will compare favorably with those of any other organization that I have worked with, and you have a right to be proud of them.
