Dear Mr. Sayen:

Your letter of January 24th is being forwarded to Mr. Latimer
along with a few others including similar questions, so that he may
prepare the correct answers to all. Mr. Latimer is in the process
of preparing a pamphlet answering many of the questions that have 
arisen during recent weeks. All members should have this by the 
end of next week.

In the meantime, I will do my best to answer your questions:
First, you ask whether or not, under the occupational
disability, a pilot could collect a minimum annuity of $200.00
per month and gave another source of income. As the proposed 
bill is now written, he could have any other source of income
that he could not work for an air line and draw the annuity. The
annuity would be suspended during any ground employment with an
air line but would reinstate itself if the ground employment with
the air line was terminated.

Second, the Interim Retirement Committee, Headquarters, and
the counsel engaged by the Association for this project, do not
feel that Congress would enact a law which would provide security
for the retirement of air line pilots unless all air line pilots
were included.

Third, railroad employees who are covered by the Railroad 
Retirement Act do not participate in any of the benefits of
Social Security nor do they pay the Social Security tax. The
proposed plan for air line pilots was drafted so that all individuals
covered by the plan would have the full benefits of Social
Security as well as being required to pay the Social Security tax.
As to taxing the pilot double and the air line only once or not at
all in regards to Social Security, Mr. Latimer will have to cover
this particular point for you.

Fourth, actually it's expected, when the survey is completed
