which may indicate the need for some slight changes in the technical provisions of the bill but there will be no change in the general plan.

In carrying out the instructions of the Ninth Convention and in the Executive Board there remains only this distribution of the proposed bill to the Directors of the Association for approval before we proceed to have the bill presented to Congress.

The Convention Resolution gave the Directors power to approve the proposed Retirement Bill and, although it is not necessary for the director to have council meetings prior to approving the proposed bill, it is highly desirable and essential that he have one or more council meetings to discuss the matter with his fellow members. As stated in this letter, the secrecy rule is removed to the extent necessary to acquaint your fellow members fully with the provisions of this proposed bill. There should be no discussion with anyone but members and no one should discuss the plan with Management or people outside the Association at this time. It is imperative that you study the proposed bill and the questions and answers folder carefully prior to holding council meetings so that you will be entirely familiar with the benefits and also be in a position to answer the questions your fellow members will ask. It is your responsibility to explain the plan, answer questions, and acquaint your fellow members with the benefits, and the importance of carefully studying the proposed bill and the questions and answers folder prior to your meetings cannot be over emphasized.

The Committee will appreciate any comments or suggestions you may care to make and an addressed envelop is enclosed for this purpose. The Officers of the Association are jointly responsible with the Directors for disseminating information to fellow members regarding the proposed
