Dear Dave:

This is in reply to your letter of February 16, 1948, regarding the proposed retirement plan.

Thank you very much for the information contained in your letter and the clarification of certain points about Headquarter's handling of this matter. There are, however, a few other requests I would like to make regarding this.

As a Director of the Association, and as Chairman of this Council, representing the wishes of this group, I would like to request the retirement plan be again brought before the Executive Board to clarify the following:

1. Should an individual vote be taken from the entire membership as to whether or not a Federal Retirement Plan is desirable? 

2. Should an individual vote be taken from the entire membership before any prepared plan is presented to Congress?

3. Should this matter be referred back to Convention in the light of developments?

I sincerely believe that our Council understands the provisions of the plan as written. It is entirely possible that although the mandate of the Convention was sincere, and that there may exist a need for such a plan, it may be the case where a satisfactory plan to fit our needs cannot be drawn up.
