Dear Dave:

This letter is a follow-up to the Western Union night letter sent to you yesterday.

The proposed Pilots' Retirement Plan has stirred up quite a hornet's nest down here among the Braniff pilots. We are a little disconcerted, not only at the many undesirable features of the Plan, but at the method employed in approving the plan.

As many years as has a retirement plan been brought up in convention, and as long a time as was required to draw up such plan involving ten percent of pilots' pay should have been given much more time for granting approval. We also feel that since approval given by the Board of Directors without ample time to really study and analyze the plan does not actually constitute approval of the Plan, but rather a hurried approval of principle.

I would venture to say that Councill 42 is better informed on this plan that at least ninety percent of the other Councils. We have had three meetings to discuss this plan, have had members to talk to railroad men who work under a similar plan, and have discussed the plan with the Railway Retirement Board. We have taken into consideration all the questions and answer on the Plan sent to us by Headquarters. After carefully considering all the information available, Council #42 voted ninety-nine percent as being opposed to this Plan being enacted into law!

It would certainly seem from the foregoing that somewhere along the line, we are off the beam, Could it be that approval was too hurried? It would certainly seem that anything involving ten percent of a pilot's pay should at least have the approval of the individual pilot.
