SUBJECT PROPOSED RETIREMENT PLAN BEING SPONSORED BY THE AIR LINE PILOTS ASSOCIATION

1. On December 12, 1947, I received a copy of the proposed pilots' retirement plan that is being sponsored by the ALPA, along with a ballot to be executed by me as a Director of the Association. I marked the APPROVED portion of the ballot, because at the time I sincerely believed that that plan was a satisfactory one, and acceptable by the members of this Council.

2. Before going on my vacation the last two weeks of December, I handed the retirement plan, including questions and answers, to one of our members with the request that he study the entire matter and be prepared to report on it to the membership at the next council meeting. On January 10th a council meeting was held and the retirement plan reported on to the membership present. Without delving into details regarding the plan, I believe that it will suffice to say that the reaction of the membership to the plan, as explained, was very unfavorable. In short, it appeared that those present were shocked at a number of the provisions of the plan, and openly expressed intense disapproval of the plan in general. As a matter of fact, a resolution was passed, which in substance, denounced the plan in toto. Believing that those members not present at the January 10th meeting should likewise have the opportunity of having the plan explained to them, additional council meetings have been scheduled for this purpose.

3. Many times since the plan has been generally discussed by our membership, it has been clearly and plainly brought home to me that, as far as our local membership is concerned, I committed a terrible mistake in approving the plan as now presented. That I erred is regrettable; certainly none of us are above reproach. However, if I did make a mistake, it is of course essential that I do everything possible to make restitution. As I have become more familiar with the plan, I have come to agree with most of our members; perhaps it is not what WE want at all!

4. We who are employed by Braniff International Airways are participants in a retirement plan which is sponsored by the company, and apparently, everyone is quite satisfied and entirely pleased with the company plan. I personally believe that the company would discontinue the present plan in the event a Federal Retirement was required by law, and we local members feel that a great disservice would be dealt the other employees of Braniff International Airways if we sponsored and encouraged the enactment of a plan that would be unacceptable and a hardship on them.

5. After observing the reaction of the local membership to the ALPA sponsored plan, it is my frank and candid advice that, approval of the
