Dear Mr. Stiles

The checks covering the first three bills submitted were received this morning with an accompanying letter from Mr. Behncke. I found this letter very gratifying except for the omission of any reference to the bill for my services for May. I know, of course, that you have been completely preoccupied with other things in the last several weeks and have no time to bother about the bill. It was my understanding, however, that the statement which you submitted to the executive board in Chicago covered the May bill though it had not at that time been presented.

I am enclosing a proposed letter to Mr. Behncke. As you will see in the letter, I have raised a question about this bill and have said I was sending the letter through you in order that you could check on my understanding of the matter. I hope that this will not further irritate Mr. Behncke's now apparently assuaged feeling. 

Apart from these matters of remuneration, I want to urge again the early desirability of devoting some time to talks with members of Congress in order to get their opinion as to the procedure from now on. Further, do you wish to have me do anything about sending the stencils to Mr. Behncke for running off copies for the Board of Directors? And do you want the stencils for both the bill and questions and answers sent?
