The second president is that of the Civil Service retirement system, where refunds of contributions may be paid upon withdrawal up to, I believe, 20 years of service. The legal basis of the Civil Service retirement system is very different from the legal basis of the Railroad Retirement system, the former being predicated on an employee-employer relationship with Congress acting in the role of a board of directors of an employer. It is, therefore, no legal precedent for what you propose.
