Dear Members:

We have just paid another bill to Mr. Latimer amounting to $906.64.

Irrespective of anything else about him, his blood is plenty rich on charges, which conforms with what was told me at the beginning by the Railroad Brotherhood chiefs.  Headquarters cannot incur any more expenses of this kind.  We've got to call a halt.  In less than a month there will be a steam shovel on our property, and the construction of our Headquarters building will begin; and there has to be money available to pay the bills, and $906.64 will buy a lot of bricks.

I'm not going to be critical about what we have been paying him.  We must stop someplace, and in this case, the Association cannot be obligated for any further payments to him unless we are consulted before the commitments are made; and then, whatever work we want him to do will be made a matter of bargaining for the best possible price.  Frankly, I think the remaining cleanup work should be done gratis in the light of everything we have paid him to date.

This letter is not written with a critical intent, since it's business which we all know has to be pretty hard and cold, because when we run out of money we will be facing nothing but cold, fish-eyed bankers, and the operators will take a day off to have a good belly laugh.  Strict compliance is paramount.
