complete plan of organization of your 1948 Local Executive Council, including your News Correspondent and Safety and Crash Representative, together with their current home address and telephone number, as soon as possible. Also, the names and addresses of your principal committee members. Obviously, the most important committees of any Local Council are its finance and membership committees. These must be eternally vigilant and active. Headquarters has gone to great lengths to reorganize its Bookkeeping Department, and there is now a separate Kardex for every ALPA council. It is now possible for any ALPA member in good standing to go to our Bookkeeping Department and draw out a tray from which he will be able to readily ascertain who is paid up and who isn't paid up and who is in good standing and who is not in good standing of any council in the Association.

It is essential that the Master Executive Councils be established as quickly as possible. We are planning on running the Master Executive Council ballot and the Copilot Executive Board Member ballot on January 19, 1948. We must insist that the Council Department be notified of any changes on the Local Executive Councils by January 19, 1948, in order that the Master Executive Council ballot can be corrected accordingly.

This is going to be a big year for Headquarters with plenty of hard work for all concerned. To prevent any period of lost motion, we suggest that you immediately check your council files and get a running picture of what has gone on up to the present time. A joint meeting of the incoming and outgoing councils is always helpful to get things started right. If you are short of supplied, let Headquarters know immediately.

Remember always that the Local Councils are the foundation of ALPA and the effectiveness and rive of Headquarters is impossible without active, virile, and completely alive Local Councils. Headquarters will be in there pitching during 1948, and we know we can count on you to do the same.
