Dear Member:

At the Ninth Convention of the Air Line Pilots Association, held in Chicago on February 18 to 24, 1947, a resolution was passed creating an Interim Retirement Committee, and the Convention, at the same time, appointed Messrs. Clayton Stiles, UAL, A. F. Foster, TWA, and Michael Gitt, Colonial, as members of this Committee. 

At the third meeting of the Executive Board, which took place in Chicago on May 6 to 9, 1948, the work of this Interim Retirement Committee was thoroughly reviewed and the following resolution was passed:

"WHEREAS it has long been known that an overwhelming majority of the air line pilots want a retirement plan;

"WHEREAS the 9th Convention, after long and painstaking study, passed a resolution (File No. 118) directing that ALPA formulate and secure the passage of a federally regulated air line pilots' retirement plan along the lines and within the general framework of the provisions of the Railway Retirement Act;

"WHEREAS the 9th Convention appointed First Pilots Clayton Stiles of United, Michael Gitt of Colonial, and A. F. Foster of TWA, as an Interim Retirement Committee to facilitate and implement its Resolution File No. 118; 

"WHEREAS the said Interim Retirement Committee has functioned diligently, conscientiously, and effectively to carry out the provisions of File No. 118 of the 9th Convention;

"WHEREAS the Interim Retirement Committee reported to the first and second Executive Board meetings, held on May 21-24, 1947, and on November 20-25, 1947, respectively, regarding their activities, accomplishments, and planning, which was approved by the said Board;

"WHEREAS the Interim Retirement Committee did prepare a tentative draft of a retirement law and submitted same to the Board of Directors for a vote on December 5, 1947, in accordance with the Convention Resolution File 118, which was in the affirmative;
