TO ALL ALPA MEMBERS FLYING INTO WASHINGTON NATIONAL AIRPORT, WASHINGTON, D.C. 

Dear Member: 
During the month of April this year, the Air Line Pilots Association began a fight to prevent the building of an electrical power plant with smoke stacks just south of the Washington National Airport. This has been going on continuously since that time. The last definite action was a request of the Air Line Pilots Association to the city council of the city of Alexandria, Virginia, in which the power plant is located, requesting them to have an additional hearing or to reconsider the location of this power plant inasmuch as it is a definite hazard to air navigation in the vicinity of the Washington National Airport as well as the military fields on the opposite side of the river. This the city council, through its mayor, flatly refused to do.

You will find attached to this letter a drawing of the Washington National Airport vicinity showing the location of this power plant which is actually 8,200 feet south of runway No. 36, and only 1,800 feet west of the ILS approach pattern.

Inasmuch as the city council of Alexandria, Virginia, which seems to be the only governmental agency that has any control over this situation, has chosen to completely ignore the safety of air transportation in granting a permit for the construction of this power plant, Head-quarters thought it might be effective for every air line pilot who flies into the Washington National Airport to write a letter to the mayor or the city council of the city of Alexandria, Virginia, also to the Civil Aeronautics Administration, and to the President of the United States. In any event, it appears to be the only approach left-all the others have been tried without success. In an effort to assist you in the transmitting of a letter to these parties, we are attaching hereto a suggested form.

It is extremely urgent that your protest to this hazardous obstacle be filed just as soon as possible; therefore, please do not delay. Sit down and write out a message - either telegram or letter - and send it out to all three - the city council or mayor of the city of Alexandria, the Civil Aeronautics Administration, and to the President of
