SUBJECT: COCKPIT CHECK LISTS - DC-3

The Civil Aeronautics Administrator has issued formal notification that Part 61.343 of the Civil Air Regulations is being violated by our DC-3 flight crews. This regulation is quoted below for your information and guidance.

"61.343 Cockpit check list. (Effective July 19, 1948)
(a) The air carrier shall provide for each make and model aircraft a cockpit check list, approved by the Administrator, adapted to each operation in which the aircraft is to be utilized. An approved check list shall be installed in a readily accessible location in the cockpit of each aircraft and shall be appropriately used by the flight crew for each flight.
(b) The cockpit check list shall include procedures prior to started engines, prior to take-off, prior to landing and for power-plant emergencies.:

The proper procedure for using the check list is for the co-pilot to read off the item and the captain to make the response, such as, co-pilot, "Carburetor heat", captain, "Cold".

It is obvious that any captain violating the requirements of Part 61.343 in not using the check list shall be subject to immediate dismissal.
