The following is for your information:
Washington GCA commissioned on a permanent basis. Precision approach radar, which provides precision azimuth and glide path information to the controller, serves runway 36 only. Surveillance radar provides range and azimuth information, but aircraft altitude is not indicated to the controller. Surveillance radar approaches to runways 9-27-18-33-21-15-3 will not be made. Surveillance radar approaches to runway 36 on emergency bases only.

Climb Power

In view of the cold weather one of our check pilots has suggested that this office cation all pilots to check their manifold pressure settings during climb to be sure that the sub-standard temperatures are not producing high BMEP values. If it is not being done, all co-pilots are requested to check the manifold pressure setting at each 1000 foot level during climb and descent.

Air Force "Operation Vittles

We received under date of November 30, 1943, a letter from Colonel H. K. Mooney, Deputy Director of Military Personnel, USAF, which outlines a new policy on the matter of active duty for airline pilots who are Air Force Reservists. This policy is stated in the following excerpt from Colonel Mooney's letter:
"The policy which was adopted by the Air Force with the cooperation of the Air Transport Association of America to permit officers of the Air Force Reserve who were furloughed during the winter months to be called to active duty with the provision they could be relieved from active duty upon request of the airline concerned and themselves has been of great assistance in manning the Airlift with qualified pilots. This program was of particular importance in view of the critical need of many qualified pilots for replacements within a short period of time. At the present time, the critical need for pilots for "Operation Vittles" has subsided and it has been determined, therefore, that it is in the best interests of the Air Force that only pilots who volunteer to serve a period of three years without agreement to relief from active duty prior to the expiration of such period, be considered for recall after 1 January 1949. The Air Force will carry out its agreement with those airline pilots recalled for duty under the policy referred to in paragraph 1 above. However, for the reason stated, after 1 January 1949, airline pilots will no longer be recalled to active duty under such policy. This does not mean that airline pilots will no longer be considered for recall to active duty,
