SUBJECT: Route Qualification at Poughkeepsie

Paragraph (c) of the Civil Air Regulations Draft Release No. 47-5, which was quoted concerning qualifying procedure at Schenectady, appears below for your information. Pilots must qualify by

"flying through the letdown procedures at each regular, provisional, refueling or intermediate airport specified for use on the trip to which the pilot is or is to be assigned. Such letdown procedures should be made under visual flight conditions whenever possible. Compliance with this paragraph will not be required, provided the pilot makes his first entry into an airport under visual flight rules or is accompanied by a check pilot."

The CAA has very recently interpreted this paragraph to mean that while it is unnecessary for a pilot to have qualified previous to entering the airport under VFR conditions, he must nevertheless have qualified on the instrument approach procedure at the related range station. In order to accomplish this the pilot must do two things.

1. Fly through the instrument procedure under VFR conditions or be accompanied by a check pilot if IFR.

2. Demonstrate his ability to fly the approach procedure under instrument flight rule conditions; i.e., under the hood or in the link. 

In connection with the qualification of Colonial's pilots for the letdown procedure at New Hackensack, the CAA has stated that in view of the familiarity which the pilots have with the terrain, the VFR portion of the radio range qualification procedure would be satisfactory if the pilot of the northbound flight passing over Poughkeepsie were to fly VFR up the southwest leg of New Hackensack range at the final approach altitude of 2300 ft. up to the range station, and thereafter let down to 1000 ft. It will not be necessary to lower the gear or slow to 120. The demonstration of familiarity with the complete instrument letdown can be demonstrated in the link trainer.

Therefore, all pilots are requested to satisfy the VFR requirements while flying their regular schedules at the earliest possible date. Pilots will be scheduled in the link in the very near future in order to satisfy the "instrument condition" requirement.
