Dear Mike:

I have your letter of March 17 respecting the present method of lowering minimums. I am in complete accord with your observations.

The situation on this, Mike, is as follows:  We used to have an iron-clad system of preventing this sort of thing which operated along the lines of every minimum in the country remaining status quo unless they were changed specifically by a concurring action between the pilots in the field and Headquarters.  At Headquarters we had the Air Traffic Control and Airway Aids Advisory Committee as advisors.  Everything was iron-clad, operating efficiently and without weakness of any kind in the best interest of air safety.

The first thing that happened was that the Eastern Air Lines pilots came in and sabotaged the deal at our Conventions.  Later they were joined by the Northwest pilots and now we have nothing.

Perhaps certain of our members are sufficiently disgusted at this time to again want to bring the matter up at a Convention and see what can be done about it.  If you desire that this be done, the road is open to you in the form of proposing that it be placed on the agenda of the 11th Convention.

I agree with you that the situation at this time is anything but savory.
