Gentlemen:

Headquarter's is in receipt of the proposed bidding procedure which has been prepared by your committee and you are to be complimented for the fine job you have all done in arriving at a solution to take care of pilots in cases of Reduction of Forces.

You have always had, and still do have, a good strong section in your employment agreement covering seniority with respect to promotions, demotions, filling of vacancies, etc., however, Headquarters had no objection to what you committee has done to set down a set of rules to cover situations respecting Reduction in Force.

Our Employment Agreement and Legal and Conciliation Departments have carefully gone over the proposal your committee submitted to Headquarters and see nothing wrong with what has been done.  A few changes have been made in language, however, the intent is the same.  We have eliminated point one (1) for the reason you now have a definition of "month" in your employment agreement and further there is also a provision in the Agreement which provides that pilots will be scheduled in a manner which will as nearly as possible use up all their allowable monthly hours.  This of course means in accordance with seniority.

We are sending each of you herewith a copy of a Letter of Agreement incorporating the procedure outlined by the Committee and suggest you carefully go over the draft and as we understand, you are then to hold a meeting of the entire Council and obtain approval,
