Dear Dave:

As you may recall, I discussed with you last week in Washington the necessity for an overall procedure of handling requests from the company to the pilot group about lowering limits at different fields. I also mentioned that different companies operating into the same airport will each pressurize their own pilot group to approve lower limits at a particular airport. Although they will not directly play one group off against the other group, they will indicate that other groups are going along with lower limits.

Recently, the pilots of Council 28 answered a questionnaire and agreed to lower the limits at Montreal and Idlewild to 200 1/2. I don't know what the latest Association policy is with regard to 200 1/2, but I still think ILS is not proving satisfactory enough at the lower minimums.

I recall in Washington last week that you mentioned that there was a procedure set up by Headquarters for handling requests from the company to pilots for lower minimums. At this time, all the different safety chairmen in the field should be reminded of that procedure. Right now we are competing against ourselves to the company's advantage.
