Re: Simmons' Decision in Gitt Grievance.

Dear Mr. GittL

I am forwarding a rough draft of the letter I contemplate forwarding to Judge Simmons. I have spaced it generously so that you may suggest changes.

Relative to your suggestion that I cite certain dicta from Simmons' Decisions in PAA cases, please be advised that I have examined these Decisions and find nothing so pertinent as to justify its inclusion here. Also, at this stage of the proceedings I am not convinced that we should refer to the Railway Labor Act, my idea bring that this "overture" letter should direct itself primarily to the Decision.

May I suggest that you confer with Messrs. Macklin and Silver so that the suggestions of all three are incorporated in a single copy which should be returned to me.
