Dear Mike:

I regret that a heavy docket prevented me from replying earlier to yours of April 21st. To answer your inquiries categorically, I will state that I am in complete agreement with your observations on Judge Simmons' Decision and that I intend to be in New York during the week of May 15th, at which time I hope to work with you, Bob and Stu on the preparation of a request for Judge Simmons interpretation of his Decision. However, due to the fact that both parties agree that the neutral's decision shall be final and binding, I doubt that it is possible to secure an actual reversal of the Judge's Decision. For the same reason, it probably is not wise to file a group grievance based upon the Judge's Decision. As you know, grievances are predicated upon actions by the Company and the Decision of a neutral hardly comes in that category. Nevertheless, I don't think that is actually necessary, because an "interpretation" of Judge Simmons' Decision should certainly correct some of its flagrant errors.
