Mr. Robert B. Silver
27-A Elk Court
Hempstead, New York

Dear Mr. Silver:

Thank you kindly for your letter of October 9 which is a very clear and, you may be assured, helpful outline of the present alarming trend to turn the regulation of air line safety over to air line management instead of keeping it where it belongs in the CAA. In other words, the objective regulation approach. This is, without question, one of the most damnable moves that has yet been concocted to harass the only really stable element in the business that has created the little air safety that we have -- the air line pilot group.

Thank you kindly for taking the time to write fully and concisely as you have done. It is appreciated.

Sincerely yours,

AIR LINE PILOTS ASSOCIATION
