Air Freight and Air Express Shipments 
The Railway Express Company has notified us that we are in violation of our contract in refusing to accept shipments in excess of 100lbs. Therefore, all pilots are requested not to refuse shipments weighing less than 200lbs., at least for the next two or three days while necessary arrangements are being made at the stations.

Qualification for Transoceanic Operations 
Because there seems to be some doubt as to the necessary qualifications for assignment to transoceanic operation in the status of Captain, please be advised that all such persons will be required to successfully complete a written examination on celestial navigation and demonstrate their ability to send and receive international Morse code at the rate of 10 wpm. It is suggested that those of you who contemplate bidding vacancies on this operation, prepare yourselves at the earliest possible date so that a minimum of time will be lost qualifying you. The necessary yestbooks are available through this office. We shall be glad to assist anyone preparing himself for the examinations.

Restriction on 140.58 Mc
We are in receipt of a modification to our aircraft radio station licenses listing a restriction on 140.58 Mc which is quoted below for your information: "140.58 Mc, A3 emission for emergency and distress communications only, provided:- 
1. HF/LF communication inoperative. 
2. None of the VHF facilities listed below are available.
(a) Cross band communications using 126.7 Mc air-to-ground and LF/HF range frequencies orVQR/VAR frequencies ground-to-air. 
(b) Enroute HF frequencies.
(c) Simplex operation on 121.5 Mc. 
(d) Enroute VHF channels. 
3. Cross band operations to be employed using 126.7 Mc air-to-ground and 140.58 Mc. ground-to-air, unless equipment limitations prevent this. 
4. Military operations not to be hindered by such use except in a declared emergency.
(The general VHF communications with CAA ground stations will be conducted by transmitting on 126.7 Mc. and listening on 111.1. You will note from the FCC limitations that HF and LF is to be used in preference to 140.58. Use of 121.5 should be made in preference to 140.58 and then only when absolutely necessary, as this is the international VHF distress frequency. G.R.J.)
