k. Whether any of the alleged activities, practices and conduct, if established, constitute knowing and willful violations of the Act, and requirements thereunder, for which appropriate criminal penalties are provided in section 902 of the Act; and

l. Whether, if any knowing and willful violations are established, recommendations should be made to the Attorney General of the United States and appropriate District Attorneys of the United States for the institution of of appropriate civil and criminal actions under the provisions of the Civil Aeronautics Act of 1938, as amended, and requirements thereunder.
