agreement was disapproved by the President of the United States on the grounds that Eastern had obtained control of colonial prior to the negotiation of the agreement and that under such circumstances that agreement should not be approved. 2/ On September 24, 1954, Mr. Dykes, president of Colonial, directed letters to Eastern and National inviting those carriers to submit offers for Colonial's assets. On the same date, Mr. Cameron, vice president of Colonial, called Mr. Armstrong, president of Easterm and advised him that an invitation for offers was being sent to Easter. Mr. Armstrong requested that Colonial provide a copy of its August financial statement. The financial statement, together with the letter, was delivered to Mr. Armstrong on that date. 

Under date of October 15, 1954, Mr. Dykes advised Eastern and National that the receipt of offers for Colonial's assets had been postponed until December 20, 1954, at 3:30 p.m. On December 20, 1954, Mr. Armstrong called Mr. Dykes and requested that he supply a copy of Colonial's October finanical statement, a resume of Colonial's retirement plan, and a copy of the employment contract of Colonial with its four officers. This information was delivered to Eastorn [[Eastern]] by lotter [[letter]] of the same date. Also, on December 20,
