Q's and A's (New Agreement). The meeting was called to order by Chairman Tully at 14:02. The roll call indicated that all positions were represented. F. Whitaker submitted a proper proxy from E. T. Dolan which was accepted by Chairman Tully. A vote was taken through which the agenda items were accepted unanimously. AGENDA ITEM #1: Corkran opened the discussion by asking if anyone has any evidence that the emergency that the Company proclaims really exists. Kern stated that he had communicated with Whatley and Buttion who blamed training for the major part of the crisis. At no time had either mentioned ATC as the source of the trouble. He further commented that the problem evidently was poor planning again on the part of the Company. Corkran stated that he believes the Company is using training and ATC in an attempt to open the door for the pilots to solve all of the Company's problems. A great deal of the training problems are a result of the re-run of the July Section 28 bid which had to be re-run specifically because the Company put it out wrong to begin with. He introduced figures showing that the Company training requirement is already cut fifty percent from the so-called "planned" figures. He
