| A. Committee agreement to defer further efforts to produce an evidentiary hearing until 1/1/69.
B. H. Levy informally proposes to a high-level FAA representative that ALPA would cooperate in a non-public trilateral task force to reevaluate and update age 60 concepts. 
C. Objective of such an effort: To remove this subject from the area of controversy and litigation, and to arrive at jointly acceptable recommendations for action, if any, re age 60. 
D. 9 man committee-3 FAA, 3 ALPA, 3 ATA? [[strikethrough]] [[illegible]] [[/strikethrough]] Chaired by FAA. Broken into several trilateral 3 man subcommittees to explore and produce all available relevant data on the principal relevant aspects. Power to consult with experts. 
E. Subject to strict time limits. Commencement Sept. 68; recommendations due 12/31/68
F. Upon failure to agree on recommendations, all parties free to go 
| A. Attempts by informal means (see item 3D-->) to produce desired amendment of current EAL agreement. 
B. Attempts by informed means (possibly H. Levy to Glen Harlan EAL VP in NY) to ascertain what EAL's response would be if Mike Gitt were to submit a formal request in writing to Eastern that he be retained in lawful + suitable flight employment (Consider also concurrent application by J.R. Richardson) If favorable, then perhaps a formal Gitt request to EAL would trigger an EAL communication to the EAL-MEC which might lead to a negotiated side letter containing the proviso. 
C. If both A + B are unsuccessful, or if A is successful but EAL still refuses to make such employment available, commencement of proceedings under section 4 (a) of P.L. 90-202 against Eastern. 
| A. Dispatch of preliminary letter to all MEC chairmen. 
B. Follow up by determining which airlines have current employment agreements restricting instructor and check pilot jobs to line-eligible people
1. Use H.D. staff-faculties, particularly employment agreements, dept., To compile such a list. 
C. Subsequent follow-up by personal contacts with Chairmen and Members of MEC's on airlines having such contracts, suggesting the addition of proposed contract language.
D. Immediate follow-up at Eastern, either by Mike Gitt in N.Y. or by H. Levy with Railsback by phone. |
