Dear Mr. Malone:

This acknowledges your letter of February 3, received here on the 5th, with reference to the appearance of Captains Richardson and Gitt before the Executive Committee at their meeting on January 16-20, 1968.

I am enclosing copies of what I believe to be self-explanatory letters; namely, a letter from Captain Flournoy, Vice President of Region I, addressed to me and my reply to him under date of January 11, 1968. Your attention is specifically called to the quoted paragraphs on page one of my letter to Captain Flournoy which is taken from the Executive Committee's self-imposed rules of procedure.

It is presumed that from the following as contained in the above-mentioned quote, i.e., "screened by the President's Department and complete documentation, with recommendations, be provided by the individual to the Executive Committee for action", you got the impression that the President's Department actually screens requests for appearances before the Executive Committee. This is not actually the case. All the President's Department does when a request is made by an individual or group to appear before the Executive Committee is merely to provide the information that has been made available by the parties requesting such appearance to the Executive Committee. It is then an action of the Executive Committee as to whether or not they elect to hear a presentation.

In this particular instance, you will note in my letter of January 11 to Mr. Flournoy that I was suggesting that if the Executive Committee decided to hear Captains Richardson and Gitt, they could make such a decision early on January 16, notify the two gentlemen if the decision was in the affirmative, after which an appearance could be made on one of the two following days. The Executive Committee at this particular session was scheduled to meet with the OSS Committee, which had been pre-arranged. In addition, Captains Clyde Haggard and L.A. Poole were on deck for an appearance before the Executive Committee to cover the Maryland Avenue property and the associated Washington move, all of which resulted in an inability on my part to arrange a scheduling sequence which would preclude all of these parties encountering unnecessary delays with regard to their appearance before the Executive Committee.
