Dear Mr.Ruby:
Those of us in Council 7 are most disappointed in the manner in which Captains Gitt and Richardson were handled by Headquarters when they were to appear before the Executive Committee January 16th.

We have reviewed your letter to Captain Flournoy in which you quote procedures whereby individuals are screened by the President's Department or invited by the Executive Committee to appear. It was the wish of Council 7 that these two Captains appear before the Executive Committee. We felt so strongly that we took it before the EAL MEC who, by resolution, appointed them as an MEC Committee. Surely this should have been some strong indication to you as to our wishes when your President's Department did its screening.

Our Council will wish to know at its February 12th meeting why our EAL MEC Committee was treated this way.
