Dear Captain Flournoy:

This acknowledges yours of January 9, received here on the 11th, with regard to Captains Michael Gitt and J. Richardson appearing before the Executive Committee at their meeting starting January 16 with particular reference to the age 60 retirement requirement established by the FAA.

The following is the procedure established by the Executive Committee action in June of 1963 governing the appearance of individuals before the Executive Committee:

"RESOLVED that all individual requests to appear before the Executive Committee be screened by the President's Department and complete documentation, with recommendations, be provided by the individual to the Executive Committee for action, and

"BE IT FURTHER RESOLVED that the Executive Committee may invite the individual to appear in person if more information is needed to properly discharge the action on the subject matter."

As you know, a treatise on the age 60 subject has been circulated to the Executive Committee and it would appear to me that the practical way to handle this matter would be for the Executive Committee to decide, early on January 16, whether or not they wish to call in any individuals on this subject and if so, such individuals could promptly be notified and they could appear on the second or third day of the Executive Committee meeting. If the Executive Committee, on the other hand, concluded that at this stage it was not necessary to interview any individuals, it would then not result in such individuals having made an unnecessary trip to Chicago.

By copy of this letter to Captains McDougal, Gitt and Richardson, I think this will
