26. Accordingly, the following is the proposal of the Petitioners, as the means for accommodating the public right to the highest degree of safety in air carrier operations with the equally vital right of affected individuals such as Captain Gitt and other similarly situated persons to due process of law:

27. Procedural machinery for review.
a. It is proposed that the Federal Aviation Administration promptly schedule and conduct an evidentiary hearing, in which an opportunity will be extended to all affected persons and groups to offer and contest evidence to be placed upon a public record. It is proposed that the issue to be decided be the following:
"Is it essential to the preservation of the highest degree of safety in air carrier operation that a compulsory retirement age of 60 years be applied to all airline pilots?"
It is proposed that the hearing procedures, as well as the procedural rights of the parties, be those which were used in evidentiary hearing conducted
