by the FAA in the matter of North Atlantic air traffic separation.
b. Should the foregoing proposal be unacceptable to the FAA, it is proposed that a Public Advisory Ar-bitration Board conduct a public hearing.
All affected persons and groups to offer and con-test evidence to be placed upon a public record. It is also proposed that the Arbitration Panel con-sist of five persons, who shall be designated jointly by the FAA and ALPA, and who shall reflect background and qualifications appropriate to per-mit a comprehensive review and reconsideration of all relevant factors touching upon the age 60 rule.
c. Should the foregoing proposal be unacceptable to the FAA, the following alternative procedure is proposed:
A Public Advisory Arbitration Proceeding, identical in all respects to the proceeding described in paragraph b above, save only that the proceeding shall be sponsored exclusively by the Air Line Pilots Association, International, that the members
