as the result of intensive investigation and study by the Board of Directors and pilot committees beginning in 1950 and culminating in the adoption of revised By-Laws and a reorganized Association structure by the Board of Directors in October of 1952. The revised By-Laws and reorganized structure have now been in operation for two years. On the whole, it is sound and the results have been favorable. Some recommendations for change are being made to strengthen and streamline which will be considered by this Convention.

"On the whole, the present structure makes ALPA probably the most democratic institution of its type in the United States. This is desirable. Every member of this Association should have an opportunity to participate in the decisions which are made affecting his welfare."

How ALPA Serves Members
The State of the Association and its accomplishments were generally summarized in a review of the services ALPA renders its members.

"The Association," Sayen said, "has steadily enlarged and increased the services it makes available to the individual member. Today ALPA makes available and performs many more services for its members than any other Association or union in American society."

Some of these services:
Negotiation and maintenance of employment agreements to provide him with rates of compensation, rules and working conditions appropriate to the piloting profession.

Representation in the problems connected with the maintenance of his license as a pilot.

Representation in grievances he may file as a result of any action takes by his employer which may affect him.

Representation in any medical problems arising with his employer or the federal government licensing authorities.

Representation in cases involving civil penalties or license suspension or revocation actions brought against him for alleged violations of Civil Air Regulations.

Representation in action brought against him by municipalities or states for infraction of aviation regulations.
