"The success of a business," it was pointed out, "may be measured in part by the increase, if any, in the assets and cash position and in the benefits accruing to the stockholders (pilots) as a result of the existence of the organization. The members of ALPA have prospered by the gains which have been made for them by the Association in the past two years in their annual income has increased, and gains in rules and working conditions have resulted. The listed assets of ALPA also increased during this period. Despite an increase in members, and increase in activity, an increase in salaries and costs, and a major strike, through increased efficiency and planning the cost of operation of ALPA has been held very close to that of previous years."

How Convention Operated
The Convention was run on a Committee plus floor-session basis, with the work flowing into the Committees as raw agenda items, then onto the floor as proposed resolutions where they were debated and finally acted upon.

In action were 16 Convention Committees and several special and standing Committees, some of the latter of which, for upwards of a year, had been studying their assigned problems and drafting a report.

Although many resolutions were acted upon unanimously, decisions were not taken lightly. For instance, the retirement problem was threshed around in floor debate for more than a half day before being passed in final form; the merger problem was on the floor well over a day before being adopted.

This was the process, item by item, until the final item was acted upon and the Convention adjourned at midnight Sunday. More than 100 items were on

Some Highlight Actions
In addition to dues reductions, formulation of a merger policy, and an air line pilot retirement program, some of the more important actions taken by the 13th Convention were:
Revised the membership status and dues structure for members in supervisory positions.

Authorized expanded facilities for increased representation in Washington.

Continued affiliation with the American Federation of Labor (AFL).

Went on record as favoring adoption of Universal Postal Union rates for crediting of American Flag carriers with main pay compensation.

Empowered Executive Committee to appoint a committee to look into additional insurance programs for ALPA members and possible expansion.

Supported permanent certification for Local Service carriers.

Registered opposition to serving of liquor aboard aircraft.

Authorized expanded employment agreement coverage on working conditions factors.

Reaffirmed the 8-hour flight rule standards with provisions to settle the current dispute.

Acted on numerous matters of air safety and operational policy.

Covered many internal matters of administration or policy clarification nature.
