and infirm Freedmen of my County I have made personal application to most of the Members comprising the County Court of this County, to learn to what extent they might be relieved at County expense. I am informed, that while the County is willing to support its own poor (Freed men) they (the Court) are unwilling to take cognizance of those (Freedmen) that have congregated here from other Counties, and States. there are here of the  latter class about twenty five (25) aged, crippled, and destitute, who are dependent upon private charities alone for assistance, for these people I would bespeak the attention of the Asst Commr. and most respectfully submit for his consideration, the propriety of having expended for their benefit such portions of fines,
