White Country Tennessee 29th January 1866

Maj Genl C.B. Fisk

Sir
I received your confidential circular letter 22nd Inst but could not reply sooner from the fact that I was traveling through the county looking after the interest of the freed man generally I try always to see the colored persons at home with the white that I may lecture both white and colored upon their respective duties towad each other and there by produce peace and harmony between the races and I find my labors have not been in vain. Peace and quietude appears almost universally to prevail throughout White County between the white and colored rases.

I have not heard of one single outrage between White and Black people within the last twelve months and a large majority of the people who formaly owned slaves appear well satisfide that slavery is abolished in the state
