Since 1st December last I have visited almost evry plantation in White county where colored live have examined about ninty seven (97) contracts for labor approved ninty two and registered them and deliver them in duplicate only two cases have been reported to me for adjudication which cases I have had the parties to settle themselves with apparent satisfaction to both parties without cost.

3d day of January I Recd instruction to examin and if equitable to approve contracts for the citizens of Putnam County I traveled in that county last week examined thirty (30) contracts for labor approved twenty eight of them and Registered them. the people appear pleased in that county with the object and aims of the Bureau

Let me conclude my Report by saying much can be done by an efficient Superintenant traveling through the district there by quelling disturbances that may arise and watch the interest of the oppressed and down trodden race see that ample justice is done to both white and black and there by prevent the litigation of the verry many lawsuits that otherwise would exist
