I have the honor, to make the following enquiry. By a recent order emenating from Genl Thomas's Hd Qr's. no suits can be prosecuted against persons who took property from supposed enemies of the Govt. and any violation of that order, subjects the offender to arrest, and trial, by Military Commission

There has been property taken in that way by persons styling themselves "Home Guards" and sold for cash to different persons, and the money retained by them  In some instances Freedmen have become the innocent purchasers of said property, for which they paid a full equivalent in cash — I understand
