I have the to acknowledge the receipt of papers in case of Cotton Mills in dispute between Genl. Smith and Messrs Chuck & Page.

I would say that Genl Smith had not been put in actual possession, but Lt Garrett Asst Pro Ma. had under my orders taken possession of said Mill for the purpose of doing so, when I reviewed your telegram to leave matters referring thereto in "Status Quo". The instructions both in the endorsements & letter of Genl. Howard are hypothetical and consequently leave me in doubt how to act.

I would like definite instructions
