alluded to in your letter to me of January 3rd, last; and but one only has expressed his approbation of the Bureau and the establishment of the agency here, without a seeming mental reservation. William White, of Tracy City, expressed his hearty approbation of the Bureau, and the establishment of the Agency here.  I feel that it will be a heavy task to fully administer the affairs of the Bureau here without great difficulty; but I do not wish to be understood as calling upon you for special aid now, though I may have to do so hereafter. 
 As my instructions nowhere require me to address you through Capt Lucas, or any one else, I will forward this directly to you from Shellmound or Bridgeport, and will hope to hear from you at your earliest convenient moment.  A few days ago I received a little volume of thirty one pages from your Head Quarters, entitled, "Manual of Hints and Instructions  for Superintendents," &c, &c., and a "Confidential Circular letter."  I will not be able for several days to forward a satisfactory answer to the latter, but will, as soon as I can.  The "Manual" furnished me nearly all the information sought in my Communicaton of the 15th of last month
