General:
I am in receipt of your circular, No. 4 of Jany 21st, in which among other things, you wish me to report the state of feeling on the part of the citizens toward the freedmand and the Bureau.

This I intended doing before receiving your circular. I am sorry to say that state of feeling now existing is very bad indeed. A portion of the citizens, it is true do all in their power to aid me, while another portion are equally intent on throwing every obstruction they can in my way. I am insulted almost daily.
