The freedmen generally are doing well, but there are some cases, and I fear as spring approaches there will be many, who though they have liberal contracts, will be disposed to violate them, and change, [[strikethrough]] and [[/strikethrough]] their present homes. But in almost every case this defection can be traced back to the intermedling of some designing trifling white man. Will you be kind enough to give me some information as to how such Characters should be dealt with. I become more and more convinced every day of the good effects of the Freedmen's Bureau. It is the life of the freedman. What disposition have you made of the D.P. Williams & H.W. Cotter cases? I hope you will approve my action in said cases, and send them back for final action. The freedmen are much in need of their pay.
