General

We the undersigned have the honor to respectfully represent, That we are personally acquainted with Joel B. Smith, Supt of Freedmen for Coffee County; That we have known him for some years past; and know him to be a gentleman of integrity, of improachable character as a citizen, of undoubted loyalty to the Govt of the United States; and that as Supt of Freedman, he has discharged the duties of his office impartially, and as becomes the dignity and character of an honest man and gentleman, and as we believe to the best interests of those whose welfare and prosperity are in his keeping.
