Decaturville Tennesse March 25 1866

Dear Sir
Per Mit me to call your attention to matters [[strikethrough]] and [[/strikethrough]] pertaining to the office of the Freedmans Bureau in this county the paple here formly own slaves in this county was the worst of Rebles as a general thing thy taken the advantage of the colored poples condition and Ignance last year by saying to them that after crops was laid by that they could have or work for thier vituals and close from the fact thy new the creatures had now place to shelter under if thy was turn out and for that Reasion necesity compell them to accept any proposition offerd to them the contry was in such a Roonings condition that the pople that did not formly own negroes did not want nor was thy able to give them imploymnt this bring the case the negroes accepted any propersition thier formr owners saw fit to offer yet thy fail to have thier contracts Recorded the colord pople advised with me as thier friend on this Subject I advised them that Justice would say thy should have pay for thir labor and have issued warrant on [[strikethrough]] the [[/strikethrough]] all aplication and give judgment acordinly for the amount I thought was Equitable and Rite between the parties and if I am doing Rong put some
